【摘要】:Uses8212;ThisclassificationisintendedforusebyDoDcomponentsinordertodirectEBSefforts.ItisalsointendedforusebypreparersandreviewersofenvironmentalconditionofpropertymapsandEBSreportsusedtosupportCERFAuncontaminatedparcelidentificationsandparcelssuitablefortransferbyleaseorbydeed.ThisclassificationshouldbeusedtofacilitatestandardizeddeterminationsoftheenvironmentalconditionofaDoDinstallation''srealproperty.Suchenvironmentalconditionofpropertydeterminationsarenecessarytoassesstheprogressofongoingenvironmentalrestoration,identifyareaswherefurtherresponsemayberequired,identifyareaswherefurtherevaluationisnecessary,andtosupportFOSTsandFOSLs.Anenvironmentalconditionofpropertymap,whichshouldbepreparedusingthisclassification,providesaconsolidatedviewofaDoDinstallation''senvironmentalinvestigationdata,includingsamplinginformation.1.1Purpose8212;ThepurposeofthisclassificationistodefinesevenstandardenvironmentalconditionofpropertyareatypesforDepartmentofDefense(DoD)realpropertyataclosingmilitaryinstallationwithrespecttotherequirementsoftheComprehensiveEnvironmentalResponse,CompensationandLiabilityAct(CERCLA)of1980Section120(h),asamendedbytheCommunityEnvironmentalResponseFacilitationAct(CERFA)of1992,andSection331oftheNationalDefenseAuthorizationActforFiscalYear1997.Assuch,thisclassificationisintendedtopermitaDoDcomponenttoclassifypropertyintosevenareatypes,inordertofacilitateandsupportfindingsofsuitabilitytotransfer(FOSTs),findingsofsuitabilitytolease(FOSLs),anduncontaminatedparceldeterminationspursuanttotherequirementsofCERFA.Usersofthisclassificationshouldnotethatitdoesnotaddress(exceptwherenotedexplicitly)requirementsforappropriateandtimelyregulatoryconsultationorconcurrence,orboth,duringtheidentificationanduseoftheseenvironmentalconditionofpropertyareatypes.1.1.1SevenRecognizedStandardEnvironmentalConditionofPropertyAreaTypes8212;ThegoalofthisclassificationistopermitDoDcomponentstoclassifypropertiesonclosingDoDinstallationsinordertosupportdeterminationsofwhichpropertiesaresuitableandunsuitablefortransferbyleaseorbydeed.Thetermx201C;standardenvironmentalconditionofpropertyareatypex201D;referstooneofthesevenareatypesdefinedinthisclassification.AnidentificationofanareatypeonanenvironmentalconditionofpropertymapmeansthataDoDcomponenthasconductedsufficientstudiestomakeadeterminationoftherecognizedenvironmentalconditionsofinstallationrealpropertyorhascompliedwiththeidentificationrequirementsofuncontaminatedpropertyunderCERFA,orboth,andhascategorizedthepropertyintooneofthefollowingsevenareatypes:1.1.1.1StandardEnvironmentalConditionofPropertyAreaType18212;Anareaorparcelofrealpropertywherenorelease,ordisposalofhazardoussubstancesorpetroleumproductsortheirderivativeshasoccurred(includingnomigrationofthesesubstancesfromadjacentproperties).1.1.1.2StandardEnvironmentalConditionofPropertyAreaType28212;Anareaorparcelofrealpropertywhereonlythereleaseordisposalofpetroleumproductsortheirderivativeshasoccurred.1.1.1.3StandardEnvironmentalCo......
