【摘要】:Thisstandardappliestothemeasurementoffugitiveemissionsofvolatileorganiccompounds(VOCs)fromprocessequipment.Theleaksourcesinclude,butarenotlimitedto,valves,flangesandotherconnections,pressurereliefdevices,processdrains,open-endedvalves,pumpandcompressorsealsystems,agitatorseals,andaccessdoorseals.Itdoesnotapplytoinstrumenttubingconnections.Thisstandardappliestoallproductsofwhichatleast20%byweighthasavapourpressurehigherthan0,3kPaat20~C.Forthepetroleumindustry,thisincludesalllightproductsandexcludeskeroseneandallheavierproducts.Thestandardisbasedonthemeasurementofthegasconcentrationattheinterfaceofaleak.Thisconcentrationismeasuredwithaportableinstrument.Itisconvertedtoamassemissionratebyuseofasetofcorrelations.Thescopeofthisstandardincludesthecompletedataprocessing,fromtheinitialconcentrationmeasurementuptothegenerationofanemissionreportoverareportingperiod(whichisgenerallyoneyear)1).Thisstandarddoesnotprescribethenumberofpotentialemissionpointsthatshouldbescreenedeachyearnorthefrequencyatwhichthesepointsshouldbescreened.Thissamplingstrategyshallindeedtakeintoaccounttheplantcharacteristicsandtherequiredlevelofcontroloverfugitiveemissions.Opticalmethodsarecurrentlyunderdevelopmenttoeasethedetectionofleaksinplantsanduseofthisstandardinconjunctionwiththesemethodsmightbepossible.Inanycase,measurementshavetobeperformedaccordingtotherequirementsofthisstandard.Toenabledirectquantificationoftotalfugitiveemissionsbasedonlyonthesemethods,asubsequentrevisionofthisstandardwillbeneeded.
